Ini dari forum negeri jiran. Sekarang kita musti bersyukur kalau kita tidak jadi membeli lokomotif dari Cina.

Yang ini berita tentang kecacatan lokomotif Cina di Pakistan, yang kemudian diganti loko GE Dash-8 berwajah Blue Tiger.

ISLAMABAD, March 4: The government told the National Assembly on Friday locomotives bought from China had gone wrong on Pakistani tracks and remaining orders under a deal could be cancelled if defects , including under frame cracks, were not rectified.

Railways Minister Mian Shamim Haider said Pakistan Railways had suspended the re assembly of eight Chinese diesel engine locomotives and asked China's supplying Dong fang Electric Corporation to stop the delivery of the remaining 38 machines out of the total 69 contracted till issues were resolved.

"If we are not satisfied order for the remaining 38 locomotives will be terminated," he said while responding to a call-attention notice from five members of the opposition Muttahida Majlis-i-Amal (MMA) that said the purchase of "18 defective locomotives and parts of railway engines" had resulted in a loss of crores of rupees.

Asked about the reasons for going for the Chinese locomotives, the minister said China offered the suppliers' credit in the deal when no other country was prepared to give such a facility to Pakistan as a consequence of the 9/11 events.

The MMA members alleged wrongdoing for monetary benefits by railway authorities in the November 2001 contract. It appeared to be a move to target Education Minister retired lieutenant-general Javed Ashraf, who was the railways minister at the time of the contract and has recently been at odds with the MMA over the government's education policy.

Although no specific charge was made against the education minister, an MMA member named a former army major-general, Hamid Hasan Butt, for possible wrongdoing as a PR general manager (M&S) at the time.

The railways minister said Mr Butt was "relieved" from PR, while another clarification issued by his ministry later said the official had left PR after completing his employment tenure.

Reading from a text, the minister said the first lot of eight Completely Built Up (CBU) Chinese locomotives were received in July 2003 and seven CBU 2000-HP units in September 2003 and they all were put into operation immediately.

He said the first lot of semi-knocked down (SKD) locomotives, whose number he did not specify, were reassembled at the PR locomotive factory at Risalpur in the NWFP and put into operation in 2004. Another lot of eight SKD 3000-HP locomotives was received in December 2004 and was under process of assembling at the Risalpur factory.

The minister said the locomotives had been purchased on suppliers' credit basis with funding provided by the EXIM Bank China through the Dongfang Electric Corporation while the machines were being manufactured by China's Dalian Locomotive and Rolling Stock Works.

He said the performance of Chinese locomotives was "not satisfactory in the beginning" but initial defects were attended to by a Chinese technical team and the machine's performance had "now improved".

"Further modifications were still under process when a major problem of cracking of under frames was detected," the minister said, adding that nine 3000-HP locomotives whose under frames had cracked were removed from service.

He said PR was proceeding in the matter in accordance with the attorney general's advice and provisions of its contract. "At present the Chinese engineers have been advised to arrange the repair of the under frames to the entire satisfaction of Pakistan Railways and furnish the warranty of at least five years for the under frames," Mr Haider said.

"At the same time further reassembling of eight locomotives in Risalpur has been suspended and the Chinese suppliers have been advised to stop the delivery of balance 38 locomotives till the issue is resolved to the entire satisfaction of Pakistan Railways."

Yang ini berita terbaru dari negeri jiran, Malaysia, tentang lokomotif Dalian mereka yang waktu datang dibangga-banggakan railfans, tetapi malah ujung-ujungnya memalukan.

KUALA LUMPUR: twenty locomotives which were bought from China for the use of KTMB are said to face serious technical problems even though they have been in service for less than three years.

The president of Railwaymen Union of Malaya (RUM) claims that at least 11 of the locomotives have to be repaired daily to the extent it disrupts cargo and passenger trains ervices.

"In a day only between five and nine of the locomotives could be used. This forces KTM to rely on 15 locomotives which are rented from India at a rate of USD 1000 (MYR 3200) per train daily," he said during a press conference at the RUM office here.

ALso present were his vice president Hairudin Hashim, Secretary-general Jaafar Alias and assistan secretary general R Subramaniam.

The high-powered locomotives of type Class 29, which could haul 2500 tons of cargo, were brought in in 2005.

The purchase of the locomotives worth USD 58m (MYR 220m) was made based on the trade of 110,000 tons of local palm oil with China.

The signing ceremony for the design, manufacture, delivery and testing of 20 units of the locomotives between the Government of Malaysia and
China Railway Communication Company Limited (CRC) was done in putrajaya in December 2003.


Prior to the pruchase, KTM had 20 units of Blue Tiger locomotives built by General Electric (GE) from Germany and the purchase of the diesel electric locomotives from China gives KTM a total of 40 locomotives in 2005.


Abdul Razak was baffled as to why the locomotives are riddled with problems when they have been in service for less than three years, when compared to the fairly reliable Class 26 blue Tigers which are giving excellent service despite having been in service for more than five years.

He claims the locomotives from China which are also known as 'Dalian Loco', do not meet the specifications meted out by KTMB.

He also claims the the technology transfer process from China is in difficulty because of communication problems.

He hopes the government will consider the quality of the equipment bought and not just the low price.

"We see that the given goods the quality is like that of night market if the tender is cheap...the approach to save cost by buying cheap is illogical " he said.

jd jauh lebih loko U20C buatan GE Lokindo drpd buatan china. yg klo dr design juga masih kalah jauh dr indonesia. apalagi kekuatan mesinnya. mulailah membanggakan produk dalam negeri trus jgn lupa dipatenkan hasil karyanya.

Yah, saya ingat 5 tahun yang lalu, seorang pejabat PT KA yang ahli teknik pernah serius mengadvokasi pembelian produk Cina untuk kereta api di Indonesia. Beliau berkata bahwa produk Cina itu juga hampir sama bagusnya dengan produk Amerika, tetapi harganya jauh lebih murah.
Dan ini diamini salah seorang tokoh perkereta apian yang berkata kalau customer (penumpang atau pengguna jasa KA barang) tidak peduli apakah lokomotifnya. Yang penting sampai dengan aman.

Nah, salah satu "produk" advokasi beliau adalah mesin bubut roda di Depo Bandung.

Tapi haslinya bisa dilihat. Tak lama setelah beroperasi, mesin bubut di Depo Bandung langsung jebol, dan baru bers setelah komponen vitalnya diganti spare part dari Jerman (karena mesin itu identik dengan mesin bubut yang di Sidotopo).

Customer mungkin tak peduli jenis loko, tetapi kalau loko sering mogok dan masalah, mereka pasti akan peduli. Dan kalau lihat lokonya mungkin akan berkata "Pantes jebol, wong produk China."

Atau kata orang Inggris "You pay for what do you have".

Tetapi berdasarkan pengamatan saya, yang ironis justru di Cina sendiri loko-loko unggulan adalah yang buatan Amerika atau Eropa. Justru loko buatan mereka sendiri dipakai untuk KA kelas 2.

Dan sebagai tambahan, pernah ada teman saya yang orang INKA berkata, bahwa filosofi dagang perusahaan RRC itu berat sebelah. Jadi kalau pembelinya negara maju, produknya dibagus-bagusi.
Tetapi kalau pembelinya negeri Tjap Tjintjai (negara berkembang) mereka nggap peduli apakah produknya bagus atau tidak, yang penting mereka membeli. Perkara kualitas urusan belakangan.

Jadi malah lebih parah dari politik dumpingnya Jepang di jaman dulu.

motor aja kualitasnya memalukan apalagi lokomotif.ingat motor itu untuk pemakaian ringan aja nggak tahan lama. lah sedangkan lokomotif itu kinerjanya jauh lebih berat dari pada motor . malah kalau perawatanya benar bisa 30 - 40 tahun umur pemakaianya .karena loko di indonesia lebih berat kerjanya di banding dengan negara lain ,lah wong penumpangnya aja dari lokomotif sampai ke atap dan persambungan n tolilet nya aja penuh .nggak kebayang kalau lokomotifnya dari cina beroperasi di indonesia paling banter 3 th kecepatanya bisa bisa maksimal hanya 10 km / jam.kalau sudah begini jarak gambir - surabaya kapan sampainya ya ? bisa bisa sebanding waktu tempuhnya dengan kereta trans siberia yang 9 hari 9 malam :mikir:
tidak terbayangkan keindahan trem uap ketika lalu lalang di bawah jembatan kereta api jatinegara
